Unlike the rest of New York State, where county sheriffs run local jails, NYC has a single department that handles corrections for all five boroughs. Commissioner Stanley Richards leads the agency. First Deputy Commissioner Margaret "Meg" Egan serves as second in command.
People arrested in Brooklyn go to Rikers Island or one of the borough-based facilities. The main Rikers Island complex includes several facilities. The Eric M. Taylor Center (EMTC) at 10-10 Hazen Street, East Elmhurst, NY 11370 houses male inmates. The George R. Vierno Center (GRVC) at 09-09 Hazen Street holds male adults. The Rose M. Singer Center (RMSC) at 19-19 Hazen Street is for female inmates. The Robert N. Davoren Center (RNDC) is at 11-11 Hazen Street. The Otis Bantum Correctional Center (OBCC) sits at 16-00 Hazen Street. The West Facility is at 16-06 Hazen Street.

Visiting Inmates from Kings County
In-person visits at NYC DOC facilities operate on a walk-in basis only. Pre-registration is not available. Visits happen on Wednesdays, Thursdays, Saturdays, and Sundays. Wednesday and Thursday registration runs from 1:00 PM to 6:00 PM. Saturday and Sunday registration runs from 7:00 AM to 12:00 PM. Televisits happen on Fridays. The visit schedule is based on the first letter of the person's last name.
A Virtual Visitors Center is available for remote visits. The Benjamin Ward Visit Center at 18-31 Hazen Street, East Elmhurst, NY 11370 serves in-person visitors. Public transportation to Rikers Island includes the Q101 or Q100 bus. Packages are accepted during visiting hours as of December 20, 2025. Packages can also be dropped at the Rikers Bail and Package Reception area or mailed to the facility.

Inmate Population Records and FOIL for Kings County
FOIL requests for NYC DOC records go through the city's FOIL process. The Freedom of Information Law gives the public a right to government records with certain limits. Put your request in writing. The agency must respond within five business days. Standard copy fees are 25 cents per page.
