New York has dozens of cities and towns spread across 62 counties. Each city falls under a county sheriff's office that runs the local jail. People arrested in a city are held at the county correctional facility, not a city lockup (with a few exceptions for temporary holding). New York City has its own system through the NYC Department of Correction.
