NYC DOC Facilities and Bronx County Inmate Population

The Bronx does not have its own county jail. Instead, the New York City Department of Correction handles all jail services for the five boroughs. Most people arrested in the Bronx end up at Rikers Island, which sits on an island between Queens and the Bronx in the East River. Several facilities on Rikers house different populations. The Eric M. Taylor Center (EMTC) at 10-10 Hazen Street holds male inmates. The Robert N. Davoren Center (RNDC) at 11-11 Hazen Street is another male facility. The Rose M. Singer Center (RMSC) at 19-19 Hazen Street houses female inmates.

Other facilities on Rikers include the George R. Vierno Center (GRVC), the Otis Bantum Correctional Center (OBCC), the North Infirmary Command (NIC) for medical care, and the West Facility (WF). Off-island, Bellevue Hospital Prison Ward at 462 1st Avenue in Manhattan and Elmhurst Hospital Prison Ward at 79-01 Broadway in Queens hold inmates who need hospital-level care. All of these facilities fall under NYC DOC control.

NYC DOC serves people who are awaiting trial or who got sentences of one year or less. Anyone sentenced to more than one year goes to state prison under DOCCS. The Bronx processes thousands of arrests each year. The borough has its own central booking system, and arrest numbers for Bronx cases start with the letter "X" followed by six digits.

The Bronx County Criminal Court handles arraignments and criminal cases in the 12th Judicial District. Supreme Court in the Bronx deals with felony cases. Court records are available through the WebCrims system, which gives free access to criminal case data. You can search by case number or defendant name. The OCA Criminal History Record Search checks criminal case records across all 62 counties, including the Bronx. The fee is $95 per search. You need the full name and date of birth. This is not an inmate locator. It shows open cases and convictions. Town and village court data from before 2002 may be limited, though this matters less for NYC boroughs since they use city courts.

Central booking in the Bronx processes people from arrest through arraignment. After an arrest at a precinct, the person goes to a holding cell, then central booking, and finally arraignment before a judge. This whole process can take up to 24 hours. During that time, the person may not yet show up in the DOC lookup system.

Records Access for Bronx County Inmate Population

Records related to the Bronx County inmate population are available through several channels. The Freedom of Information Law (FOIL) applies to NYC DOC records just like any other government agency. You can submit a FOIL request to NYC DOC for records about jail operations, inmate counts, or other public information. The agency has five business days to respond under state law. Copy fees are 25 cents per page.

For state-level records, DOCCS accepts FOIL requests by mail at Harriman State Campus, 1220 Washington Avenue, Albany, NY 12226-2050. The Commission of Correction publishes quarterly inmate population statistics that include NYC DOC data for all five boroughs. Under Correction Law §9, DOCCS removes certain non-violent offender information from public websites three years after the person finishes their sentence and supervision. Sealed records under CPL §160.59 are also not available to the public. The Division of Criminal Justice Services maintains criminal history records (rap sheets) separately, and those are not available through FOIL.

Visiting Inmates from Bronx County

In-person visits at Rikers Island facilities operate on a walk-in basis. No pre-registration is available. Visit days are Wednesdays, Thursdays, Saturdays, and Sundays. Wednesday and Thursday registration runs from 1:00 PM to 6:00 PM. Weekend registration runs from 7:00 AM to 12:00 PM. Televisits happen on Fridays. The visit schedule is based on the first letter of the person's last name.

Visitors need valid photo ID. Packages can be dropped off during visiting hours or at the Rikers Bail and Package Reception area. You can also mail packages. The Benjamin Ward Visit Center at 18-31 Hazen Street in East Elmhurst is where visitors check in. To get to Rikers Island, take the Q101 or Q100 bus. There is no subway stop on the island.
